White & Case advises $650 million Constellation Oil Services offer.

Cleary Gottlieb and A&O Shearman advised the Republic of Chile’s €3.1 billion (US$3.6 billion) SEC-registered offering; White & Case advised the$650 million offer from Brazilian offshore drilling company Constellation Oil Services; Clifford Chance advised the Colombian city Barranquilla on its $350 million debut offering and Linklaters advised Argentine energy company Petroquímica Comodoro Rivadavia (PCR) and its subsidiary Luz de Tres Picos (LDTP) on their debut offering of $400 million.
