As Brazilian President Dilma Rousseff is trying to jumpstart the country’s economy after a lackluster 2012, she has clear challenge ahead of her: Brazil ranks last in the world in burdensome regulations, according to a Latinvex analysis of data for 144 countries from the World Economic Forum.
